Heating and Electrical Assistance

Winter is coming. If you or someone you know needs help heating your home or paying the electric bill, help is available in every county in New Hampshire. Community Action agencies run the Fuel Assistance and Electric Assistance Programs, and they can help you apply. — John Stephen

What help is available

  • Fuel Assistance helps pay for your primary heat: oil, kerosene, propane, natural gas, permanently installed electric heat, wood or pellets.
  • Electric Assistance helps you pay your electric bill, even if you don’t heat with electricity. Applications are accepted year-round.
  • Weatherization can help make your home more energy efficient. You can apply for all three at the same time.
  • Eligibility is usually based on your household’s income over a 30-day period. Assistance depends on available funds, so apply as soon as possible.
  • No heat right now? Call your local agency above and tell them it is a no-heat emergency.

Step 2: Apply

Your local agency will walk you through the application and tell you what documents to bring. Have these ready: proof of income for everyone in your home, a recent electric bill, and a recent bill or delivery slip for your heat.

Hillsborough and Rockingham County residents

You can download the CAPHR application now. Applications are accepted until April 30, 2027; benefits generally begin paying bills on December 1, 2026.

  • Fill it out completely and sign page 3. Unsigned applications can’t be processed.
  • Renters whose heat is included must also send the Landlord/Housing Verification Form.
  • Mail it to CAPHR, P.O. Box 5040, Manchester, NH 03108-5040, or drop it off at any CAPHR office (8:30 to 4:30, Monday through Friday).
