From The Desk of Executive Councilor John A. Stephen
District 4
Dear Constituents,
April was a busy month as I engaged with communities across District 4 to address critical issues like highway safety, affordable housing, veterans’ services, and substance abuse recovery.
On April 4th, I facilitated the Governor’s Special Task Force on Highway Safety at the NH Fire Academy, working alongside the Governor’s representative Steve Pecora and Assistant Commissioner Eddie Edwards. The well-attended meeting focused on reducing DWI test refusal rates, improving enforcement, laws, and education, and developing life-saving recommendations amid rising driver fatalities linked to alcohol and drug impairment. We’re preparing a report for the Governor in June, and I welcome your input at [email protected].
Housing initiatives also took center stage. I met with Fellowship Housing’s Ben Dion to discuss their expansion into Manchester, providing affordable homes and behavioral health services for those with mental illness. At Medvil Cooperative in Goffstown, I toured a vibrant 55+ resident-owned community, a testament to how the NH Community Loan Fund helps residents secure housing through low-interest loans—a model for tackling NH’s housing challenges our way. Additionally, I toured HarborCare’s BAE Systems Independence Hall in Manchester, a 26-unit complex offering veterans and their families a stable, supportive environment to escape homelessness. Contact HarborCare at (603) 305-1122 if you’re a veteran in need.
On the infrastructure front, I attended Pittsfield’s Board of Selectman meeting to discuss a 7.2-mile pavement resurfacing project and explore funding options for the town’s responsibilities. In Strafford, I supported the Kennett Dam Removal Project, which will enhance conservation and create trails for public enjoyment. Superintendent Robert Seaward expressed gratitude for this support, noting its environmental and educational benefits.
I also met with Manchester Police Department leadership to discuss bail reform, substance abuse, highway safety, and community policing, exploring how the Executive Council can assist. Finally, I testified in support of Senator Howard Pearl and Denise Riccaridi’s amendment to a House Bill, advocating for a major financial management contract to benefit local banks, a cause I’ll continue to champion.
These efforts reflect my commitment to improving safety, housing, and recovery services while ensuring fiscal responsibility for Granite Staters. Read more about our April efforts here.
